Can the row number be the Contact ID for a bulk .csv import for external contacts?

Genesys recommends that you do not use a row number in a spreadsheet as a Contact ID.

For a bulk .csv import, the Contact ID is a required key field. The Contact ID is a unique identifier for a record in a database.  Unique Contact IDs prevent a specified record from being overwritten when you update the database with other .csv files.
